So for example; Indians that are looking to start a business that sells to the EU. That is what I believe Estonia is seeking to capture with such offers (they've been offering this for quite some time now).

This. I don't understand why anyone in the EU would want this. But as a non-EU resident myself I have found it useful. In fact I just renewed it.
