The transition to the market economy for Romania was indeed painful in the 90s but that's primarily because the exact same communist apparatus was still leading the country and they held the reins on Romania's western connections. However, in the long run, I don't think I'm the only person to say it was successful and you can have a decent life in modern day Romania. Way better life than in Russia. And your attempt to blame Washington for how Romania's transition to capitalism unfolded in the 90s is just wrong.
