I (as a Ph.D student) paid open access fees with my own money. Not grant money, my own salary.

That was a huge mistake on your part. You should never do that. If it's required by your grant, then get them to pay for it. If it's not required, then publish non open-access.

For anyone wondering, the parent is quoting "The Dispossessed"[0] by Ursula K. Le Guin, which is one of my all-time favorite books. Definitely read it if you like science fiction.

Read it even if you don't like science fiction. The science in it is much less important than the politics or anthropology; actually this is true of quite a lot of the best science fiction.

If this interests you, you will probably enjoy my favourite Wired article of all time: "Mother Earth Mother Board"[0] (By Neal Stephenson! in 1996!)

This is literally the article that resulted in my mid-1990s teenage self being motivated to work in ISP core network engineering, which is what I've been doing now for twenty years...

I wish Stephenson would write more things like this in addition to his novels.

It's cool seeing the map of the cable he writes about, FLAG: https://www.submarinecablemap.com/submarine-cable/flag-europ...

Such an amazing piece of writing. I think it's also the longest piece Wired ever published.

It mostly funds projects:

> Approximately 94% of the EU budget funds programmes and projects both within member states and outside the EU. Less than 7% of the budget is used for administrative costs, and less than 3% is spent on EU civil servants' salaries.

That's a tautology, the spending for every government will primarily go on "programmes and projects".
